Study Without a Study Permit in Canada 2026: New 6-Month Rule for Work Permit Holders from Punjab

Short answer: Since September 2026, people in Canada who hold a valid work permit can take a course or program of 6 months or less without applying for a study permit. They can study for up to 6 months or until their work permit expires, whichever comes first, and the temporary measure runs until 31 December 2027. Full-time study still needs a study permit, and this is not a new way to enter Canada.

Many families in Jalandhar, Ludhiana and across Doaba have a son, daughter or spouse in Canada on a work permit: a Post-Graduation Work Permit, a spouse open work permit or an LMIA-based permit. A common question we hear is whether they can study without a study permit in Canada, for example by taking a short course to upgrade skills or prepare for a licence without risking their status. This update explains the new rule, who it helps, what it does not do, and a simple checklist before enrolling.

What Did IRCC Announce?

On 9 September 2026, Immigration, Refugees and Citizenship Canada published a notice on supporting temporary workers already in Canada. IRCC described it as a targeted, time-limited measure that lets work permit holders study for up to 6 months without a study permit, naming tradespeople, nurses and laboratory technicians as examples of workers it wants to help build in-demand skills while they keep working.

Key points from the official notice and the public policy:

  • Eligible people must hold a valid work permit.

  • The course or program must last 6 months or less.

  • Study is allowed for up to 6 months or until the work permit expires, whichever comes first.

  • The public policy expires on 31 December 2027 and can be revoked at any time without notice.

  • Full-time studies still require a study permit.

  • IRCC said it would start notifying eligible work permit holders from the week of 9 September 2026.

  • IRCC states the measure is not a new pathway for workers to come to Canada.

Why Was a New Rule Needed?

Canada already allowed short courses without a study permit. Section 188(1)(c) of the Immigration and Refugee Protection Regulations lets a foreign national study without a permit if the course is 6 months or less and will be completed within the period of stay authorised on entry to Canada.

That last condition caused problems for many workers. If you entered as a student and later moved to a PGWP, or extended a work permit from inside Canada, your current permission to stay is not the same as the stay authorised when you first entered. The new public policy removes that specific condition for work permit holders, so the time limit becomes your work permit expiry date instead.

Who in Punjab Families Could Benefit?

The rule is most useful for relatives already working in Canada who want to move up in their field without stopping work. Typical examples:

  • PGWP holders who want a short certificate (for example in safety, supervision or software tools) to move into a better-paid role.

  • Tradespeople preparing for a provincial certification or licensing step through a short course.

  • Healthcare workers taking a short component of a credential or licensing process.

  • Spouses on an open work permit (see our Canada spouse open work permit guide) who want a short language or workplace communication course.

For people planning permanent residence, better skills can support a stronger job offer or a move into a higher-skilled occupation. That matters more now that Express Entry is adding points for some high-wage jobs, explained in our Express Entry high-wage occupation points update.

What This Rule Does Not Do

  • It does not extend your work permit or give you new status.

  • It does not let family members in India travel to Canada to study.

  • It does not cover full-time college or university programs.

  • It does not create a PGWP. Short courses do not lead to a Post-Graduation Work Permit (see our PGWP eligibility guide).

  • It does not by itself add Express Entry points. Canadian education points apply to longer post-secondary credentials.

  • It does not remove other requirements. The policy says you remain subject to all other eligibility and admissibility rules.

Checklist Before You Enrol in a Short Course

  1. Check your work permit expiry date. Your study authorisation under this policy ends when the permit expires.

  2. Confirm the course length is 6 months or less and that it is not a full-time program.

  3. Keep any IRCC notification you received about this measure, plus a copy of your work permit.

  4. Make sure your study does not break the conditions of your work permit, such as a named employer or occupation.

  5. If you are on maintained status while a work permit extension is pending, get advice before relying on the exemption.

  6. Think about the longer plan: if you want a PGWP or Canadian education points, you will need an eligible longer program and a study permit.

If you are unsure whether you can study without a study permit in Canada in your situation, ask the school what documents it needs and confirm your own situation on the official IRCC page before paying fees.

Frequently Asked Questions

Can I study in Canada without a study permit if I have a work permit?

Yes, under a temporary IRCC public policy. If you hold a valid work permit, you can take a course or program of 6 months or less without a study permit, for up to 6 months or until your work permit expires, whichever comes first. The measure runs until 31 December 2027.

Does this rule apply to full-time college or university programs?

No. IRCC says full-time studies still require a study permit. The measure is meant for short courses of 6 months or less, such as skills upgrading, licensing preparation or credential top-up training.

Can my spouse in Punjab use this rule to come to Canada and study?

No. IRCC says the measure is not a new pathway to come to Canada. It only helps people who already hold a valid Canadian work permit and are in Canada.

Will a short course taken without a study permit help me get a PGWP or CRS points?

Usually not. Short courses of 6 months or less do not lead to a Post-Graduation Work Permit, and Express Entry gives Canadian education points only for longer post-secondary credentials. The value is in the skills, licence or job progression the course supports.

What happens if my work permit expires before my course ends?

Your authorisation to study under this policy ends when your work permit expires. Plan your course dates around your permit expiry, or apply to extend your work permit or for a study permit in good time.

Do I need to apply to IRCC to use this exemption?

IRCC said it would notify eligible work permit holders from the week of 9 September 2026. The public policy does not set out a separate application. Keep a copy of any IRCC notice and your work permit, as your school may ask for them.

Last verified: October 2026. This measure is temporary and IRCC can change or revoke it without notice. This article is general information, not legal advice.
