Short answer: From November 3, 2026, Canada will give extra Comprehensive Ranking System (CRS) points in Express Entry to candidates with at least one year of Canadian work experience, or a qualifying job offer, in an occupation IRCC classes as high-wage. Work experience can add 20, 40 or 70 points and a job offer 50, 70 or 100 points, and a qualifying job offer will no longer need an LMIA.

Immigration Minister Lena Metlege Diab announced the change on October 16, 2026. It is one of the biggest shifts in how Express Entry ranks candidates, and it matters to thousands of Punjabi workers and graduates in Canada, and to families in Jalandhar, Ludhiana and across Doaba who are planning around a son's or daughter's PR. This explainer covers what changes, who gains, who does not, and what to do before November 3.

What Are Express Entry High-Wage Occupation Points?

Express Entry high-wage occupation points are new CRS points for people whose Canadian experience or job offer is in an occupation with a high national median wage. According to the IRCC news release, an occupation is high-wage when its median wage is at least 1.3 times the median wage of the overall Canadian workforce.

The key point for Punjab applicants is that this is about the occupation, not your personal pay. A person earning a high salary in an occupation that is not on the list will not get these points, and a person on a modest salary in a listed occupation can. IRCC builds the list from Job Bank, Labour Force Survey and Census data for the previous three years, and gives each occupation the highest level it reached in that period.

How Many CRS Points Can You Get?

The IRCC backgrounder sets out three wage levels. The table below summarises the new points.

Occupation wage level

Canadian work experience (at least 12 months)

Qualifying job offer

2 times the median wage or more

+70 points

100 points

1.5 times the median wage or more

+40 points

70 points

1.3 times the median wage or more

+20 points

50 points

A few rules sit behind these numbers:

  • Experience points are extra. They are added on top of the existing points for length of Canadian experience, which still reach a maximum of 80 for five years. IRCC says the combined maximum for Canadian work experience is 150 points.

  • No stacking. If you qualify for both experience and job offer points, you get whichever is higher, not both.

  • Spouse cap. The maximum under the new labour market integration factor is 150 points if you have no accompanying spouse or partner, and 140 if you do.

  • Experience conditions. Experience generally must be gained in Canada in the last 10 years, in a TEER 0, 1, 2 or 3 occupation.

  • Job offer conditions. The offer generally must be full-time, continuous work in Canada for at least one year after you become a permanent resident. A revoked offer no longer counts.

Which Occupations Are on the High-Wage List?

IRCC has published the high-wage occupation list, which comes into effect on November 3, 2026 and is currently based on 2023 to 2025 data. When we checked it in October 2026, examples included:

NOC code

Occupation

Level

20012

Computer and information systems managers

2x

31102

General practitioners and family physicians

2x

21231

Software engineers and designers

1.5x

21232

Software developers and programmers

1.5x

21300 / 21301

Civil engineers / Mechanical engineers

1.5x

31301

Registered nurses and registered psychiatric nurses

1.5x

72201

Industrial electricians

1.5x

41220

Secondary school teachers

1.5x

11100

Financial auditors and accountants

1.3x

Several occupations common among Punjabi workers in Canada did not appear on the list when we checked, including transport truck drivers (73300), cooks (63200), chefs (62200), welders (72106) and plumbers (72300). Those candidates still keep their normal CRS points and can still be invited in category-based or general draws, but they will not get the new high-wage boost unless the list is updated to include their occupation.

If you work in a trade, our October 2026 Express Entry trades draw explainer covers the separate trades category.

No LMIA Needed for Qualifying Job Offers

From November 3, 2026, a Labour Market Impact Assessment (LMIA) is not required for a qualifying job offer to earn the new points. A temporary public policy also exempts candidates invited on or after that date from LMIA requirements for job offers used to meet Federal Skilled Worker (FSW) and Federal Skilled Trades (FST) eligibility, if they meet its conditions.

This does not make job offers easier to fake. IRCC says officers will still check that the employer is actively in business, that the offer matches a real need, that the employer can meet its terms, that you are qualified and likely to take the job, and that the employer follows employment and recruitment laws.

A warning for Punjab families: if anyone in India or Canada asks you to pay for a job offer or an LMIA, walk away. Selling job offers breaks Canadian rules, and false information in an Express Entry profile can lead to refusal and a ban for misrepresentation. A job offer alone also does not give you permission to work in Canada.

Who Gains and Who Does Not

Your situation

Likely effect from November 3

PGWP holder working 1+ year as a software developer, nurse or engineer in Canada

Likely to gain experience points (check your NOC level)

Worker with a full-time offer in a 2x occupation from a genuine employer

Could gain up to 100 job offer points

Truck driver or cook in Canada

No high-wage boost while the NOC is not listed; normal CRS points continue

Candidate applying from Punjab with no Canadian experience or job offer

No new points; focus on language, education and category draws

Candidate with accompanying spouse

Same points, but the integration factor is capped at 140

Many Punjab students currently on a post-graduation work permit will be in the first group. If you are still studying, our PGWP eligibility guide explains how to protect your work permit, which is the route to the Canadian experience these points reward. Checklist: What to Do Before November 3, 2026

  1. Confirm your exact NOC code. Match your duties, not just your job title, to the five-digit NOC and check it on IRCC's list.

  2. Count your Canadian experience. Only TEER 0 to 3 work in Canada in the last 10 years counts, and you need at least 12 months in listed occupations.

  3. Update your job offer details. If you have a genuine full-time offer, follow IRCC's job offer instructions and update your existing profile. Do not create a duplicate profile.

  4. Collect evidence now. Reference letters with duties, hours and pay, T4s, pay stubs and the employer's offer letter.

  5. Recheck your score after recalculation. IRCC says recalculation can take up to two weeks, and invitation rounds will pause during that time.

  6. Keep other routes open. Category draws, French-language draws and the Provincial Nominee Program still matter, especially if your NOC is not on the list.

What This Means for Punjab Applicants

Express Entry is moving further towards candidates already working in Canada in well-paid, in-demand jobs. For a student leaving Jalandhar or Ludhiana in 2027, the course and career you choose now will matter more than ever, because a field that leads to a listed NOC can later be worth up to 70 extra points. For candidates in the pool, the next step is to check your NOC, update your profile and keep your documents ready. For a full overview of how CRS works, read our Express Entry CRS and draws guide.

Frequently Asked Questions

When do the new Express Entry high-wage occupation points start?

IRCC says the changes take effect on November 3, 2026. From that date, eligible Canadian work experience or a qualifying job offer in a high-wage occupation can earn extra CRS points.

Does my own salary decide whether my job counts as high-wage?

No. IRCC classifies an occupation as high-wage using the median wage for that five-digit NOC code across Canada, not your personal salary. Check your exact NOC code on IRCC's high-wage occupation list.

Do I still need an LMIA to get job offer points in Express Entry?

From November 3, 2026, IRCC says an LMIA is not required for a qualifying job offer to earn the new points or to meet FSW and FST job offer requirements. Officers will still check that the offer is genuine.

I am already in the Express Entry pool. Do I need to do anything?

IRCC will recalculate scores automatically for Canadian work experience. If you want job offer points, update your profile with the required job offer information before November 3, 2026. IRCC says draws may pause for up to two weeks during recalculation.

Can I get both work experience and job offer points under the new system?

No. If you qualify for both, IRCC gives you whichever option gives more points. The two are not added together.

Will extra CRS points guarantee an invitation to apply?

No. Invitations depend on the requirements and CRS cut-off of each draw. Extra points improve your rank but do not guarantee an ITA or PR.
