Low-Wage LMIA October 2026: 30 Canadian Cities Frozen and What It Means for Punjab Workers
Short answer: From 9 October 2026 to 7 January 2027, Service Canada will not process low-wage LMIA applications for jobs located in 30 of Canada's 41 census metropolitan areas (CMAs), because unemployment in those areas is 6% or higher. The list includes Toronto (which covers Brampton and Mississauga), Vancouver (which covers Surrey), Calgary, Edmonton, Montréal and Ottawa-Gatineau. Winnipeg, Victoria, Thunder Bay, Saint John and most Quebec cities outside Montréal are not on the list this quarter.
For Punjab families, this matters in two ways. Workers already in Canada on a PGWP or other work permit often rely on an LMIA from their employer to stay. People in Punjab are often offered "LMIA jobs" by agents. This low-wage LMIA October 2026 update changes which of those offers can actually go ahead, so check any job offer against the official list before you pay anyone anything.
What Changed on 9 October 2026
Since 26 September 2024, Employment and Social Development Canada (ESDC) has refused to process LMIA applications in the low-wage stream when two things are both true:
the offered wage is below the provincial or territorial wage threshold, and
the work location is in a CMA where the unemployment rate is 6% or higher when the LMIA is submitted.
Service Canada updates the list of affected CMAs every three months. The latest update took effect on 9 October 2026 and applies until 7 January 2027. The next update is scheduled for 8 January 2027.
Compared with the July–October 2026 list, six CMAs have been added: Halifax, Fredericton, Kingston, St. Catharines-Niagara, Regina and Lethbridge. Two have come off the list: Kamloops and Chilliwack in British Columbia.
Low-Wage LMIA October 2026: Full City List
This table is based on the official ESDC unemployment-rate table for LMIAs submitted between 9 October 2026 and 7 January 2027.
Province | CMAs where low-wage LMIAs will not be processed | CMAs still open for low-wage LMIAs |
|---|---|---|
Ontario | Toronto, Ottawa-Gatineau, Hamilton, Kitchener-Cambridge-Waterloo, London, Windsor, Oshawa, Guelph, Barrie, Brantford, St. Catharines-Niagara, Kingston, Peterborough, Belleville-Quinte West, Greater Sudbury | Thunder Bay |
British Columbia | Vancouver, Abbotsford-Mission, Kelowna, Nanaimo | Victoria, Kamloops, Chilliwack |
Alberta | Calgary, Edmonton, Red Deer, Lethbridge | None |
Saskatchewan | Regina, Saskatoon | None |
Manitoba | None | Winnipeg |
Quebec | Montréal | Québec, Saguenay, Sherbrooke, Trois-Rivières, Drummondville |
Atlantic Canada | St. John's, Halifax, Moncton, Fredericton | Saint John |
Ottawa-Gatineau crosses the Ontario-Quebec border and is counted once. Areas outside any CMA, such as smaller towns and rural regions, are not covered by this particular refusal rule, although all the other low-wage rules below still apply. Statistics Canada decides CMA boundaries, so check the exact work address, not just the nearest big city.
What Counts as a "Low-Wage" Job?
A job is in the low-wage stream if the hourly wage offered is below the threshold for the province where the work is done. For LMIAs received on or after 17 July 2026, ESDC lists these thresholds:
Province | Hourly wage threshold (LMIAs from 17 July 2026) |
|---|---|
Ontario | $36.92 |
British Columbia | $38.40 |
Alberta | $37.50 |
Saskatchewan | $34.62 |
Manitoba | $31.33 |
Quebec | $36.00 |
Nova Scotia | $31.96 |
New Brunswick | $31.73 |
In practice, most truck driving, warehouse, retail, food service, cleaning and many cook or supervisor jobs that Punjab applicants are offered pay below these figures. They would be low-wage and caught by the freeze if the job is in one of the 30 CMAs. A job at or above the threshold is in the high-wage stream, and this refusal rule does not apply to it.
Which Jobs Are Exempt?
ESDC lists these exemptions from the unemployment-rate refusal:
Primary agriculture occupations
Jobs in construction (NAICS 23), food manufacturing (NAICS 311), hospitals (NAICS 622) and nursing and residential care facilities (NAICS 623)
Certain in-home caregiver positions (NOC 31301, 32101, 44100 and 44101), with extra conditions in Quebec
LMIAs that support permanent residence only, with no work permit
Short-duration positions of generally 120 calendar days or less, with a written exemption request
Other Low-Wage Rules Still in Force
The city freeze is only one part of the picture. Even where a low-wage LMIA can be processed, ESDC rules say:
10% cap: employers can generally fill no more than 10% of their workforce at a work location with low-wage temporary foreign workers. The cap is 20% for construction, food manufacturing, hospitals and nursing and residential care. Some rural employers can temporarily use 15% where their province requests it, until 31 March 2027.
One-year maximum: since 2024, employment through the low-wage stream is limited to a maximum of one year at a time.
Employer costs: the employer must pay round-trip transportation, help make sure housing is suitable and affordable, and provide health coverage where provincial coverage is not available. These costs cannot be recovered from the worker.
Recruitment: employers must advertise on Job Bank and make real efforts to hire Canadians and permanent residents first.
What This Means for Punjab Applicants
If you are in Punjab and have been offered an "LMIA job"
If the job is low-wage and the work address is in Toronto, Brampton, Surrey, Calgary or another listed CMA, the employer cannot get a low-wage LMIA processed until the list changes. Treat any promise of a quick LMIA for such a job with great caution.
IRCC is clear that the employer, not the worker, pays the LMIA fee. Anyone asking you to pay for an LMIA or a job offer is a warning sign. Never pay in cash without a receipt, and never sign blank forms.
If you are already in Canada on a PGWP or work permit
Many Punjabi workers in Brampton, Surrey and Calgary hoped to extend their status through a low-wage LMIA. Until at least 7 January 2027, that route is closed in those cities, unless the job is exempt. Options to discuss with a licensed adviser include:
a high-wage job offer at or above the provincial threshold
a job outside the listed CMAs, or in an exempt sector such as construction or food manufacturing
a Provincial Nominee Program stream; see our Canada PNP guide
Express Entry, where IRCC is adding points for certain high-wage job offers from 3 November 2026; see our Express Entry high-wage occupation points update
Plan early. Applying for a new permit before your current one expires is important for keeping your status. Do not wait until the last month.
If you are a student planning to work after graduating
The low-wage LMIA October 2026 freeze is a reminder not to plan your future on a low-wage LMIA. Choose a programme that leads to PGWP eligibility and build skilled Canadian work experience that can count towards permanent residence.

Frequently Asked Questions
Which cities are on the low-wage LMIA list for October 2026?
From 9 October 2026 to 7 January 2027, low-wage LMIAs will not be processed in 30 CMAs, including Toronto, Vancouver, Calgary, Edmonton, Montréal, Ottawa-Gatineau, Hamilton, Kitchener-Cambridge-Waterloo, London, Windsor, Regina, Saskatoon and Halifax.
Is Brampton covered by the low-wage LMIA freeze?
Yes. Brampton and Mississauga are part of the Toronto CMA, where the unemployment rate used by ESDC is 7.5%, so low-wage LMIAs for jobs there will not be processed during this period unless an exemption applies.
Is Winnipeg affected by the LMIA freeze?
No. Winnipeg's rate in the October 2026 table is 5.9%, below the 6% trigger, so low-wage LMIAs there can still be processed. Victoria, Thunder Bay and Saint John are also not affected this quarter.
Does the freeze apply to high-wage LMIAs?
No. The refusal rule only applies to jobs paying below the provincial wage threshold, for example $36.92 an hour in Ontario for LMIAs received from 17 July 2026.
When will the LMIA city list be updated next?
ESDC updates the unemployment-rate table every three months. The next update is scheduled for 8 January 2027.
Can I pay my employer for an LMIA?
No. IRCC says the employer must pay the LMIA fee and the worker should not be asked to pay it. A request to pay for an LMIA or job offer is a common sign of fraud.
