Short answer: Ontario has replaced its eight old OINP streams with a single employer-driven stream, the Ontario Workforce Priority stream, which opened for expressions of interest (EOIs) on 4 August 2026. Except for self-employed physicians, you now need a full-time, permanent job offer from an Ontario employer to apply. In October 2026 Ontario also launched a new REDI round for six northern and eastern communities and began giving 10 points to applicants who have earned $80,000 or more in a single year.

Ontario is home to one of the largest Punjabi communities outside India, and for years many Punjab students and workers in Brampton, Mississauga, Windsor and other cities planned their PR around the OINP Master's Graduate, International Student or Human Capital Priorities streams. Those streams are now closed. This update explains the Ontario Workforce Priority stream, who qualifies, what changed in October 2026 and what students and workers from Jalandhar and the rest of Punjab should do next.

What Changed in the OINP in 2026

According to Ontario's official 2026 OINP updates page, the redesign happened in stages:

Date (2026)

Update

25–26 June

Regulation changes take effect. The 8 former streams are removed and the Ontario Workforce Priority stream is introduced.

20 July

Eligibility criteria for the new stream published.

4 August

EOI portal opens for the Ontario Workforce Priority stream.

5 October

10 points added for earning $80,000 or more in a single year within the past 5 years.

14–16 October

A new REDI round launches and will run to the end of 2027.

The 8 OINP Streams That Closed

  • Employer Job Offer: Foreign Worker

  • Employer Job Offer: International Student

  • Employer Job Offer: In-Demand Skills

  • Master's Graduate

  • PhD Graduate

  • Express Entry Human Capital Priorities

  • Express Entry French-speaking Skilled Worker

  • Express Entry Skilled Trades

EOIs and job offers under the former streams that had not led to an invitation are being withdrawn automatically, and Ontario says affected registrants will be notified. If you had already applied after receiving an invitation, your application is assessed under the rules in force when you submitted it. Everyone else needs to register a new EOI under the new stream.

Ontario Workforce Priority Stream Requirements

The official stream page splits applicants by the TEER category of the job offer. Here is a simplified summary:

Requirement

TEER 0–3 job offers

TEER 4–5 job offers

Job offer

Full-time (at least 30 paid hours a week), permanent, in Ontario, paying the required wage for the job's location

Same

Work experience

One of: 6 months in the job offer position in the last 12 months (780+ hours); 3 months (390+ hours) for recent Ontario graduates; 2 years (3,120 hours) in the same NOC in the past 5 years; or a required Ontario or federal licence for the job

9 months of cumulative full-time experience in the position within the past 2 years

Language

CLB 6 in all four skills (CLB 5 for listed skilled trades). A recent Ontario graduate credential can replace the test

CLB 4 in all four skills

Education

At least a one-year post-secondary credential (foreign credentials need an ECA less than 5 years old). Listed trades need secondary school

Canadian secondary school diploma or equivalent

Accepted tests

IELTS General Training, CELPIP General, PTE Core, TEF Canada, TCF Canada, taken within 2 years before you apply

Same

Two details catch many Punjab applicants. First, IELTS Academic and PTE Academic are not accepted, so a score from your study visa application will not work. Second, transport truck drivers (NOC 73300) and transit operators (NOC 73301) still need the 6-month experience even if they hold the required licence.

Employer Requirements

Your employer also has to qualify. Ontario requires the business to have been active for at least 3 years, to have premises in Ontario where you will work, and to have no outstanding orders under Ontario's employment standards or workplace safety laws. It must also meet revenue and Canadian employee thresholds that vary by location. If you live outside Canada or work outside Ontario, the employer must show it first tried to recruit a Canadian citizen or permanent resident.

Self-employed physicians with an OHIP billing number and a valid registration with the College of Physicians and Surgeons of Ontario have a separate pathway and do not need an employer.

How the Ontario Workforce Priority Stream Process Works

  1. Your employer submits the job offer in the OINP Employer Portal and you receive a job offer ID.

  2. You register your EOI within 30 calendar days of the job offer being submitted.

  3. If you are invited, your employer must submit its application within 14 calendar days.

  4. You submit your own application and pay the fee within 17 calendar days of the invitation, and only after your employer has applied.

  5. If Ontario nominates you, you then apply to IRCC for permanent residence and must still meet federal requirements.

The deadlines are short, so keep your language test, ECA, pay stubs and reference letters ready before your employer starts.

The New REDI Round and the $80,000 Earnings Points

The Regional Economic Development through Immigration (REDI) initiative gives nomination spaces to selected partner communities. The new round covers Greater Sudbury, Kenora District, Nipissing District, Rainy River District, Renfrew County and Thunder Bay, and runs to the end of 2027. There is no separate application: you apply through the OINP and must meet its normal requirements, with a job in one of these communities.

Separately, since 5 October 2026, registrants who earned $80,000 or more in a single year within the past 5 years, shown on a CRA Notice of Assessment, receive 10 points for the Canadian work experience earnings history factor. Ontario applied this automatically to existing EOIs, so you do not need to update your profile.

What This Means for Punjab Students and Workers in Ontario

  • International students and recent graduates: The Master's, PhD and International Student streams are gone, so you need a qualifying job offer. Recent Ontario graduates still get two advantages: a shorter 3-month experience requirement and the option to use their Ontario credential instead of a language test. Plan your PGWP time carefully; see our PGWP eligibility guide.

  • Workers in TEER 4–5 jobs: The new stream accepts job offers in all TEER categories, with a lower CLB 4 language level for TEER 4–5 roles. You still need 9 months of experience in the position.

  • Express Entry candidates: Ontario no longer runs its own Express Entry streams, so your federal CRS score matters more. Read our update on Express Entry high-wage occupation points.

  • Applicants still in Punjab: You need a genuine Ontario employer willing to show recruitment efforts. Treat anyone selling an "Ontario job offer" or promising a guaranteed nomination as a red flag.

Ontario Workforce Priority Stream Checklist for Punjab Applicants

  1. Confirm the NOC code and TEER category of your job offer.

  2. Check the offer is full-time, permanent and meets the wage for its location.

  3. Book IELTS General Training, CELPIP General or PTE Core, not an Academic test.

  4. Get an ECA from an IRCC-designated organisation if you studied in India (less than 5 years old when you apply).

  5. Keep pay stubs, T4 slips, CRA Notices of Assessment and an employer reference letter that shows your hours.

  6. Keep your status valid; maintained status is accepted.

  7. Ask your employer to confirm it meets the business age, premises and staffing requirements.

  8. Diarise the 30, 14 and 17-day deadlines.

  9. Recheck the official OINP pages before you register; Ontario has changed this program several times in 2026.

Frequently Asked Questions

What is the Ontario Workforce Priority stream?

It is the new OINP stream that replaced Ontario's eight former streams in June 2026. It covers full-time, permanent job offers in all TEER categories, plus a separate pathway for self-employed physicians, and it opened for expressions of interest on 4 August 2026.

Can I apply for OINP without a job offer in 2026?

Generally no. The Ontario Workforce Priority stream requires a full-time, permanent job offer from an Ontario employer, except for eligible self-employed physicians. The Master's, PhD and Human Capital Priorities streams that did not need a job offer closed in June 2026.

Is IELTS Academic accepted for the OINP?

No. Ontario accepts IELTS General Training, CELPIP General and PTE Core for English, and TEF Canada or TCF Canada for French. Academic and One Skill Retake versions are not accepted, and the test must be taken within 2 years before you apply.

What happened to my old OINP expression of interest?

EOIs and job offers under the former streams that had not received an invitation are being withdrawn automatically, and Ontario says affected people will be notified. You can register a new EOI under the Ontario Workforce Priority stream if you meet its requirements.

Which communities are in the new Ontario REDI round?

The round launched in October 2026 covers Greater Sudbury, Kenora District, Nipissing District, Rainy River District, Renfrew County and Thunder Bay. It runs to the end of 2027 and has no separate application process.

Do high earnings give extra OINP points?

Yes. Since 5 October 2026, registrants who earned $80,000 or more in a single year within the past 5 years, shown on a CRA Notice of Assessment, receive 10 points under the earnings history factor. Ontario applied this automatically to existing EOIs.
