Short answer: A provincial attestation letter (PAL), or territorial attestation letter (TAL), is a letter from a Canadian province confirming you hold one of its study permit spaces under the international student cap. Most college diploma, bachelor's and private-institution applicants from India still need one in 2026, but since 1 January 2026 students in master's and doctoral programs at public designated learning institutions (DLIs) are exempt. A PAL issued in 2026 is valid only until 31 December 2026, and it must be valid on the day you apply.

Every intake season, students across Jalandhar, Ludhiana, Amritsar and the rest of Punjab ask the same questions: "My college has sent the offer letter, so where is my PAL?" and "Do I even need one for a master's?" This guide explains the provincial attestation letter Canada 2026 rules in plain language, based on IRCC's official PAL/TAL page and its 2026 cap allocations notice.

What Is a Provincial Attestation Letter?

Canada limits how many study permits it issues each year. IRCC divides the share of permits that require a PAL among provinces and territories, and each province then passes spaces on to its colleges and universities. When your DLI gives you a PAL, it is confirming that one of those spaces is yours. You do not apply to the province yourself. IRCC's page says your school will tell you how to get one.

For 2026, IRCC planned to issue up to 408,000 study permits: 155,000 for new arrivals and 253,000 for extensions. Of these, 180,000 were set aside for applicants who need a PAL or TAL.

Other exemptions on IRCC's list include exchange students who do not pay tuition to the Canadian DLI, Global Affairs Canada scholarship recipients, students at federally designated military colleges, certain Quebec vocational programs, the Francophone Minority Communities Student Pilot and some people covered by specific public policies. If you apply without a PAL, you must show proof that you meet an exemption, and IRCC confirms it when it reviews your file.

Why the master's exemption matters for Punjab students

Before 2026, almost every Indian student needed a PAL. Now a student admitted to a master's program at a public university or public college can apply without one, while a student choosing a one-year PG diploma at a college still needs it. If you are comparing the two, look at the full picture: work rights after graduation (see our PGWP eligibility guide), whether your spouse can work (see the Canada spouse open work permit guide) and total cost. The exemption depends on the institution being a public DLI and the program being a master's or doctoral degree, so check both before relying on it.

How Many Spaces Each Province Has in 2026

IRCC set study permit targets for the PAL-required group and then converted them into application allocations, allowing for expected refusals. The largest destinations for Punjab students are shown below.

Province

2026 study permit target (PAL-required)

2026 application allocation

Ontario

70,074

104,780

British Columbia

Nova Scotia

Each province decides how to share its allocation among its DLIs. That is why one college may issue PALs quickly while another stops issuing them for the year.

PAL Validity Rules You Must Know

  • A PAL is valid until 31 December of its cap year, unless it shows an earlier expiry date. PALs issued in 2026 expire on 31 December 2026.

  • It must be valid on the date you submit your study permit application, not on the date your classes start.

  • You cannot use a PAL from a previous cap year.

  • You can reuse a PAL only if it is still valid and your earlier application was withdrawn or not accepted for processing. If your application was approved or refused, you need a new PAL.

  • Each applicant needs their own PAL unless they are exempt.

What this means for the January 2027 intake

If you hold a 2026 PAL for a January 2027 start, submit your study permit application well before 31 December 2026. After that date, the letter cannot be used. Students aiming for later 2027 intakes will need a 2027 PAL unless exempt. As of 12 October 2026, IRCC had not published 2027 provincial allocations on its notices page, so be wary of anyone quoting "confirmed" 2027 numbers.

Step-by-Step: Getting Your PAL and Applying

  1. Confirm your program type and whether your institution is a public DLI. This decides whether you need a PAL at all.

  2. Accept your offer and complete the steps your DLI asks for. Some institutions require a deposit or other steps before they issue a PAL, so follow your school's instructions closely.

  3. Request the PAL through your DLI, following its instructions. Do not pay any third party to "arrange" a PAL; only the institution and province issue it.

  4. Check the PAL: your name and date of birth must match your passport, and the institution and expiry date must be correct.

  5. Prepare your study permit file: letter of acceptance, PAL, proof of funds (see our Canada proof of funds and GIC guide), a clear study plan, and test scores.

  6. Apply online while the PAL is valid, then give biometrics when IRCC asks.

Document Checklist for Punjab Students

  • Valid passport

  • Letter of acceptance from a DLI

  • PAL or TAL, or proof that you are exempt

  • Proof of funds for tuition and living costs

  • English test results required by your institution

  • Academic documents: 10th, 12th, degree transcripts and certificates

  • Study plan or statement of purpose (our SOP writing guide can help)

  • Medical exam results if requested

Common PAL Mistakes

  • Applying for a study permit before receiving the PAL, or after it expires.

  • Assuming every master's is exempt. Programs at private institutions generally are not.

  • Changing college after approval without realising a new PAL is needed.

  • Trusting agents who claim to "guarantee" a PAL or visa. No one can promise approval.

Frequently Asked Questions

Do I need a provincial attestation letter for a master's in Canada in 2026?

Not if your master's or doctoral program is at a public designated learning institution. IRCC made this exemption effective from 1 January 2026. A master's at a private institution generally still needs a PAL.

Who issues the PAL, and how do I get it?

The province or territory allocates the spaces, but your designated learning institution provides the PAL. Contact your college or university and follow its process. You do not apply to the province directly.

How long is a PAL valid?

Unless it shows an earlier expiry date, a PAL is valid until 31 December of the year it was issued for. It must be valid on the day you submit your study permit application.

Can I reuse my PAL if my study permit was refused?

No. IRCC says you cannot reuse a PAL if your application was approved or refused. You can reuse it only if it is still valid and your application was withdrawn or not accepted for processing.

Do I need a new PAL if I change colleges in Canada?

Usually yes. If you apply to extend your study permit at a different DLI or a different level of study, you generally need a new PAL. Extending at the same DLI and level is exempt.

Does a PG diploma student need a PAL in 2026?

Yes. College diplomas and postgraduate certificates are not covered by the master's and doctoral exemption, so these students need a PAL unless another exemption applies.
