Short answer: The UK High Potential Individual (HPI) visa lets recent graduates of top-ranked universities outside the UK live and work in the UK for 2 years (3 years for a PhD) without a job offer or sponsor. On 1 November 2026 the Home Office published a new Global Universities List of 82 institutions for degrees awarded between 1 November 2026 and 31 October 2027, and it includes no Indian university. In Budget 2026 the UK Government also said it will expand the route to graduates of the world's top 150 institutions, but the new list and start date have not yet been published.

For most applicants from Jalandhar and the rest of Punjab, this means the High Potential Individual visa from India is realistic today only if you graduated from one of the listed overseas universities, such as several in Canada, Australia or the USA. This explainer sets out the current rules from GOV.UK's High Potential Individual visa page, what the Budget announcement does and does not change yet, and who in Punjab should be watching closely.

What Changed This Month

  • New 2026 Global Universities List (published 1 November 2026): 82 institutions, covering qualifications awarded from 1 November 2026 to 31 October 2027. The previous 2025 list had 80 institutions. Neither list includes a university in India.

  • Budget 2026 announcement: GOV.UK's Budget 2026 summary says the Government will be "expanding the High Potential Individual visa to graduates from the world's top 150 institutions". The expanded list, the ranking method and the start date have not been published, so the current list still applies.

  • New allocation year: The route is capped at 8,000 applications a year, counted from 1 November to 31 October. A fresh allocation year began on 1 November 2026.

Who Is Eligible Right Now?

According to the eligibility rules on GOV.UK and Appendix High Potential Individual of the Immigration Rules, you must:

  • Have been awarded a bachelor's, postgraduate or doctoral-level qualification by a university that appears on the Global Universities List for the year your degree was awarded. UK universities are not eligible.

  • Have been awarded the qualification in the 5 years before you apply.

  • Get an Ecctis reference number confirming your qualification is valid and at the right level.

  • Prove English at B2 level, for example through an approved Secure English Language Test or an Ecctis confirmation that your degree was taught in English.

  • Show £1,270 in savings for 28 days in a row, unless you have been in the UK with permission for at least 12 months.

  • Never have held a Graduate visa, a previous High Potential Individual visa or Doctorate Extension Scheme permission.

That last point matters for Punjab students already in the UK: if you have used, or plan to use, the Graduate visa after your UK degree, you cannot later apply for the HPI route.

Which Universities Are on the 2026 List?

The 2026 Global Universities List has more universities in the USA (34) than any other country, with others in Europe, Asia and Australia. A few examples that matter to Punjabi families with children studying abroad:

Country

Universities on the 2026 list

Canada

McGill University, University of British Columbia, University of Toronto

Australia

Australian National University, Monash University, University of Melbourne, UNSW, University of Queensland, University of Sydney

Germany

Heidelberg University, Technical University of Munich, University of Bonn, LMU Munich

Singapore

National University of Singapore, Nanyang Technological University

India

None

Always check the list for the year your degree was awarded, not the latest list. GOV.UK publishes separate lists for each award period going back five years.

What the Top-150 Budget Announcement Could Mean for Indian Graduates

Expanding the route to the world's top 150 institutions could substantially widen the current list. It is natural to ask whether this could finally bring in Indian institutions such as the leading IITs. The honest answer is that nobody knows yet. GOV.UK has not said which rankings will be used, how a university must place in them, or when the new list will take effect.

Until official details appear, treat claims that "IIT graduates can now apply" with caution. Any such statement should be checked against the Global Universities List page on GOV.UK. If the expanded list does include Indian universities, graduates of those institutions from the past five years could potentially qualify, as the 5-year look-back applies to each year's list.

Who in Punjab Should Pay Attention?

  • Punjabi graduates of Canadian or Australian universities on the list, for example those who completed a degree at the University of Toronto, UBC or the University of Melbourne and want UK work experience without a sponsor.

  • Graduates of top-ranked Indian institutions who should watch for the expanded top-150 list.

  • Families planning a 2027 or 2028 admission abroad, who may want to factor HPI eligibility into their choice of university, alongside cost and visa rules.

  • Students currently in the UK on a Student visa who are deciding between the Graduate route and other options, since holding a Graduate visa rules out HPI later.

Step-by-Step Checklist Before You Apply

  1. Find the year your degree was awarded and open the matching Global Universities List on GOV.UK. Confirm your university is listed for that year.

  2. Check you have never held a UK Graduate visa, a previous HPI visa or Doctorate Extension Scheme permission.

  3. Apply to Ecctis for confirmation that your qualification is valid and at UK bachelor's level or above. If your degree was taught in English, Ecctis can also confirm this for the English requirement.

  4. If you need a test instead, book an approved Secure English Language Test at B2 level.

  5. Keep at least £1,270 (plus £285 for a partner, £315 for the first child and £200 for each additional child, if they apply with you) in your account for 28 consecutive days.

  6. Budget for the £880 fee and the health surcharge for each family member, plus biometrics and travel.

  7. Apply online, attend your biometrics appointment and wait for a decision. GOV.UK says decisions from outside the UK usually take about 3 weeks.

Document Checklist

  • Valid passport

  • Ecctis reference number for your degree

  • Proof of English at B2 level (if not covered by Ecctis)

  • Bank statements showing the required savings for 28 days

  • Tuberculosis test certificate if you are applying from India for a stay of more than 6 months (check GOV.UK's TB test page for current rules)

  • Documents for any partner or children applying as dependants

Common Mistakes to Avoid

  • Checking the wrong year's list. Eligibility depends on the list for the year your degree was awarded.

  • Assuming the top-150 expansion is already in force. Until GOV.UK publishes the new list, the current list applies.

  • Applying after holding a Graduate visa. You are not eligible for HPI if you have held one.

  • Moving money into your account too late. The 28-day rule means funds must be in place well before you apply.

  • Trusting anyone who promises a visa. No consultant can guarantee approval, and the route has an annual cap.

Frequently Asked Questions

Can Indian graduates apply for the UK High Potential Individual visa?

Yes, if their degree was awarded in the last 5 years by a university on the Global Universities List for that year. Indian nationality is not a barrier, but no Indian university is on the 2025 or 2026 list, so most applicants from India qualify only through a listed overseas university.

Are IITs on the High Potential Individual universities list?

No. The 2026 list published on 1 November 2026 includes no Indian institution. The UK Government has announced an expansion to the world's top 150 institutions, but the new list and ranking method have not been published yet.

What IELTS score do I need for the HPI visa?

GOV.UK requires English at CEFR level B2. You can prove it with an approved Secure English Language Test at B2, or with an Ecctis confirmation that your degree was taught in English and is equivalent to a UK bachelor's or higher.

How much money do I need for the High Potential Individual visa?

You pay a £880 application fee and the health surcharge of usually £1,035 per year. You must also hold £1,270 in savings for 28 consecutive days, unless you have been in the UK on a visa for at least 12 months.

Can I apply for HPI after my UK Graduate visa?

No. Appendix High Potential Individual says you cannot apply if you have previously held permission as a Graduate, as a High Potential Individual or under the Doctorate Extension Scheme.

Can I bring my wife or children on the HPI visa?

Yes. A partner and dependent children can apply as your dependants. Each pays the fee and health surcharge, and extra savings of £285 for a partner, £315 for the first child and £200 for each additional child apply where funds are required.
