UK Graduate Visa 2 Years for Eligible Universities: What Budget 2026 Means for Punjab Students

Short answer: In the UK Budget published on 28 October 2026, the government said it will extend the Graduate visa to two years for graduates of eligible universities. Today, GOV.UK still says the Graduate visa lasts 2 years if you apply on or before 31 December 2026 and 18 months if you apply on or after 1 January 2027. The rules on which universities qualify, and from when, have not been published yet.

For Punjab students planning a UK degree for January or September 2027, this is good news, but it is not yet a rule you can rely on. This guide explains what was announced, what is confirmed, what is still unknown, and how students from Jalandhar, Ludhiana, Amritsar and across Punjab should plan their university choice now.

What Did the UK Budget 2026 Announce?

The government's Budget 2026 press release on GOV.UK lists three talent measures under "Attracting talent":

  • Extending the Graduate visa to two years for eligible universities. Trade press reporting of the Budget describes these as "high-compliance universities" with strong labour market outcomes.

  • Expanding the High Potential Individual (HPI) visa to graduates of the world's top 150 institutions.

  • Reforming the visa system to create what the government calls the most pro-business migration system in Europe for highly skilled workers.

The announcement did not define "eligible" or "high-compliance", did not say how many universities will qualify, and did not give a start date. According to reporting by The PIE News, the Home Office and Department for Education will design the detailed policy, with more information to follow.

UK Graduate Visa 2 Years: What Is Confirmed Today

Until new Immigration Rules are laid, the official Graduate visa page is the rule that applies. As of our last check, it says:

  • The Graduate visa lasts 2 years if you apply on or before 31 December 2026.

  • It lasts 18 months if you apply on or after 1 January 2027.

  • A PhD or other doctoral qualification gives 3 years.

  • The application fee is £937, and you usually pay the Immigration Health Surcharge of £1,035 for each year of the visa.

  • You must apply from inside the UK, before your Student visa expires, after your university has told the Home Office you have successfully completed your course.

  • You cannot extend a Graduate visa. To stay longer, you would need to switch to another route, such as the UK Skilled Worker visa.

So the Budget does not change anything on its own. It signals that, for some universities, the planned cut to 18 months will not apply. Until the rules change, assume 18 months for any Graduate visa application made from 1 January 2027.

What This Means for Punjab Students

Most students we speak to in Jalandhar choose the UK because of a one-year master's and the chance to work afterwards. The length of the Graduate visa matters because it is the time you have to find a job that can sponsor you on a Skilled Worker visa. Six extra months can make a real difference.

If you are applying for January 2027

You will most likely finish your course and apply for the Graduate visa in 2028. The 2-year rule for eligible universities may be in force by then, but nobody can promise that today. Choose a university for its course quality, fees and track record, not for a rule that has not been published. Our UK January intake 2027 guide covers the visa timeline and funds.

If you are planning for September 2027

You have time to watch for the official criteria before you pay a deposit. If the government publishes a list or test for "high-compliance" universities in the coming months, use it in your shortlist.

If you are already studying in the UK

If you finish in time to apply on or before 31 December 2026, you can still get the full 2 years under the current rules. Check your completion date with your university now.

How to Choose a "High-Compliance" University Now

The official definition is not out, but you can lower your risk today:

  1. Check the sponsor register. Make sure the university is on the government's register of licensed student sponsors and that its status is current.

  2. Look at graduate outcomes. Reporting of the Budget text links the 2-year visa to strong labour market outcomes. Ask the university for data on graduate employment in your subject.

  3. Avoid low-quality recruitment. Be careful with any offer that seems too easy, or any agent who pushes one university without explaining why. Our UK sponsor licence crackdown guide explains why university compliance matters.

  4. Keep your file genuine. Real funds, real academic history and an honest statement of purpose protect you and your university.

  5. Re-check before you pay. Confirm the latest Graduate visa rule on GOV.UK before you pay a tuition deposit or apply for your CAS.

What About the HPI Visa Expansion?

The High Potential Individual visa lets recent graduates of top-ranked global universities come to the UK for 2 years (3 years for a PhD) without a job offer. Budget 2026 says it will be expanded to graduates of the world's top 150 institutions. This mainly helps graduates of highly ranked universities outside the UK. The detailed eligibility list will be published by the Home Office, so check the official HPI visa page before relying on it.

Key Dates to Watch

  • 31 December 2026: last day to apply for a 2-year Graduate visa under the current rules.

  • 1 January 2027: 18-month Graduate visa begins for new applications under current rules.

  • Coming months: Home Office details on "eligible universities" and the HPI expansion. We will update our UK guides when they are published.

Frequently Asked Questions

Is the UK Graduate visa going back to 2 years?

For some students, it may. Budget 2026 (28 October 2026) said the Graduate visa will be extended to two years for graduates of eligible universities. The criteria and start date have not yet been published.

How long is the UK Graduate visa from 1 January 2027?

Under the rules currently on GOV.UK, it is 18 months for applications made on or after 1 January 2027, and 3 years for PhD graduates.

Which universities will count as high-compliance?

The government has not said yet. The Home Office and Department for Education are expected to set the criteria, which reporting of the Budget text links to compliance and strong graduate job outcomes.

Can I still get a 2-year Graduate visa?

Yes, if you are eligible and apply on or before 31 December 2026. After that, 2 years will only be available if the new rules for eligible universities apply to you.

How much does the UK Graduate visa cost?

GOV.UK lists an application fee of £937, plus the Immigration Health Surcharge, usually £1,035 for each year of the visa.

Should I change my UK university choice because of this news?

Not yet. Pick a well-regarded, compliant university that suits your course and budget, and re-check the official rules before you pay a deposit.

Last verified: October 2026. UK immigration rules, fees and Graduate visa lengths change often, and the Budget 2026 measures still need detailed rules.
