Australia Student Visa Processing Priority 2027: What the 295,000 Planning Level Means for Punjab Students

Short answer: For 2027, Australia has kept its National Planning Level at 295,000 new overseas student commencements, the same as 2026. It is not a cap on Indian students. It decides how fast offshore student visa applications are processed: applications are treated as Priority 1 until your chosen university or college reaches 80% of its allocation, and are processed more slowly after that. For Punjab students, when you apply and which provider you choose now matter as much as your documents.

Families in Jalandhar, Ludhiana, Amritsar and across Punjab are now planning for the February and July 2027 intakes in Australia. Many have heard about a "student cap" and worry that Indian applicants will be refused once a limit is reached. That is not how the system works. This guide explains Australia student visa processing priority for 2027 in plain language: what the 295,000 figure means, who is exempt, how Ministerial Direction 115 fits in, and a checklist to give your application the best chance of fast processing.

What Is the 2027 National Planning Level?

On 15 July 2026, Study Australia, the Australian Government's official study portal, confirmed that the National Planning Level (NPL) for 2027 stays at 295,000 New Overseas Student Commencements (NOSC). Key points from the official announcement:

  • The NPL is a planning level, not a cap or limit on student numbers.

  • Each education provider receives an indicative allocation of new overseas students. No active provider will get a lower allocation in 2027 than it had in 2026.

  • Allocations shape how quickly offshore student visa applications are processed, not whether they can be granted.

  • The government states that any genuine student who meets the Student visa requirements can still apply and be granted a visa.

Australia Student Visa Processing Priority 2027: How It Works

Processing priority is set by a Ministerial Direction. Ministerial Direction 115 (MD115) came into effect on 14 November 2025, replacing MD111, and applies to Student visa applications lodged outside Australia. It gives higher processing priority to providers that manage new international student numbers in line with their allocation.

According to Study Australia's 2027 announcement, applications are processed as Priority 1 until the provider reaches 80% of its new-student allocation. After that, applications for that provider are still accepted and assessed, but are processed more slowly.

Situation

What happens to your visa application

What it means for a Punjab student

Provider below 80% of its 2027 allocation

Priority 1 processing

Usually the faster lane. Applying early in the cycle helps.

Provider at or above 80% of its allocation

Still accepted and assessed, but processed more slowly

Not a refusal. Expect a longer wait and plan your intake dates with a buffer.

Exempt course or student (see below)

Does not count toward the provider's allocation

Allocation pressure is less of a concern, but every other visa requirement still applies.

Application lodged inside Australia

MD115 covers offshore applications

Most people must now apply from outside Australia. See our October 2026 update linked below.

The important takeaway: a slower queue is not a refusal. Your application is still decided on the usual Student visa criteria, including the Genuine Student requirement, financial capacity, English, health and character.

What Counts as a New Overseas Student Commencement?

Under the official 2027 settings, you count as a new commencement when you start your first non-exempt course at your first provider while in Australia. Changing to a non-exempt course at a different provider counts again. Continuing students who move courses within the same provider, or start their next course straight after their first one at that provider, are not counted.

Who Is Exempt from the 2027 Planning Level?

Some students do not count toward a provider's allocation. The 2027 exempt categories listed by Study Australia include:

  • School students and standalone English language (ELICOS) students

  • Higher degree by research students (for example, PhD and research master's)

  • Non-award and short-term exchange students

  • TAFE students, and VET students at dual-sector public universities

  • Students on certain scholarships, including foreign government, multilateral and Australian government scholarships

  • Students in certain approved Australian transnational education (TNE) arrangements

  • Students from the Pacific and Timor-Leste, and students in pilot training courses

  • Students moving from an Australian secondary school to tertiary study, or from an embedded pathway provider or TAFE to an affiliated publicly funded university

  • Students transferring because their provider closed or cannot continue teaching

For Punjab students, the most relevant exemptions are usually research degrees, TAFE courses and some pathway-to-university arrangements. Ask your provider in writing whether your specific course counts toward its allocation.

What Has Not Changed

The planning level changes processing speed, not the core visa test. Every applicant still needs to meet the Genuine Student requirement, show genuine access to funds, meet English and health requirements, and hold a valid Confirmation of Enrolment (CoE). Our guide to the Australia Genuine Student requirement explains the GS questions and evidence in detail.

Remember too that Australia changed who can apply onshore from 2 October 2026. If you or a family member is already in Australia on another visa, read our October 2026 student visa changes update before making plans.

Checklist: Applying for a February or July 2027 Intake from Punjab

  1. Shortlist providers early. Allocation pressure tends to build as an intake approaches, so starting in good time gives you the best chance of Priority 1 processing.

  2. Ask each provider about allocation and exemptions. Ask whether your course counts toward its allocation and how it manages its intake. Get the answer in writing where possible.

  3. Consider exempt or less pressured options where they genuinely suit you, such as a research degree or a TAFE pathway. Choose a course for your career, not only for processing speed.

  4. Prepare your Genuine Student answers and financial documents before you receive your CoE, so you can lodge soon after it is issued.

  5. Book your English test early. Make sure your score meets both the university and visa requirements.

  6. Plan a time buffer. If your provider is past its threshold, processing may take longer. Avoid booking non-refundable travel until your visa is granted.

  7. Avoid switching providers after arrival without advice. Transfers can count as a new commencement and come with their own restrictions.

  8. Check the official sources for the visa fee and current financial capacity amounts on the day you apply, as these change.

How This Affects Your Choice of University or College

Large city universities that are popular with Indian students may reach their thresholds sooner, while other providers may still be in the Priority 1 lane later in the year. That does not make one choice right for everyone. A good decision weighs course quality, total cost, location, part-time work options and your post-study plans, including the Australia 485 Temporary Graduate visa.

Frequently Asked Questions

Is there a cap on Indian students going to Australia in 2027?

No. The 2027 National Planning Level of 295,000 new overseas student commencements is a planning level, not a cap. It affects how fast offshore applications are processed. Genuine students who meet the visa requirements can still be granted a visa.

What does Priority 1 processing mean for Australian student visas?

Offshore student visa applications are processed as Priority 1 until the chosen provider reaches 80% of its new-student allocation. After that, applications are still accepted but are processed more slowly.

Will my visa be refused if my university has reached its allocation?

No. Reaching the allocation threshold only moves applications into slower processing. Your application is still decided on the normal Student visa criteria, such as the Genuine Student requirement and financial capacity.

Which students are exempt from Australia's 2027 planning level?

Exempt groups include school and standalone ELICOS students, higher degree by research students, TAFE students, students on certain scholarships, students in some approved transnational arrangements, and some students moving from pathway providers to affiliated public universities.

Does Ministerial Direction 115 apply if I apply from inside Australia?

MD115 applies to Student visa applications lodged outside Australia. Since 2 October 2026, most people must apply for a student visa from outside Australia anyway, so check your own situation on the Home Affairs website.

When should I apply for the February 2027 intake in Australia?

As early as you can once you have your offer and Confirmation of Enrolment. Applying before your provider's allocation fills gives you the best chance of Priority 1 processing.
