Police Clearance Certificate from Punjab 2026: How to Get a PCC for Canada, UK, Australia and New Zealand Visas
Short answer: If you are an Indian citizen living in Punjab, you apply for a police clearance certificate (PCC) online on the Passport Seva portal, pay the Rs 500 fee, and attend an appointment at a Passport Seva Kendra (PSK), Post Office PSK or Regional Passport Office with your original documents. Canada needs a police certificate for permanent residence, New Zealand accepts only Regional Passport Office certificates from Indian nationals living in India, and the UK needs one for certain Skilled Worker jobs.
A police clearance certificate from Punjab is one of the documents applicants most often leave until the last minute. Families in Jalandhar, Ludhiana, Amritsar, Moga and Bathinda come to us after an Invitation to Apply or a document request with only weeks left on the clock. This guide explains what a PCC is, which countries ask for it, how the Passport Seva process works, and the mistakes that cause delays.
What Is a Police Clearance Certificate (PCC)?
A PCC is an official document confirming whether the holder has any criminal record in India. For Indian passport holders living in India, it is issued through the Ministry of External Affairs' Passport Seva system, so it is processed by the passport office rather than your local thana.
It is not the same as a "character certificate" from a local police station, sarpanch or college. Immigration Canada says plainly on its India police certificate page that character certificates are not accepted, and it will not accept certificates limited to one jurisdiction or a short search period.
Which Countries Ask for a PCC? (Comparison Table)
Country | When a police certificate is needed | What to submit from India | Official source |
|---|---|---|---|
Canada | Permanent residence applications, for each country you have lived in for 6 months or more in a row since age 18. IRCC may also request one on a work, study or visitor application if you declared a criminal record | IRCC lists the Passport Office (Passport Seva), your local district police station, an Indian embassy or consulate, or a BLS International centre. Character certificates are not accepted | canada.ca police certificates pages |
New Zealand | When Immigration New Zealand asks for one, for example on residence applications | Since 1 December 2025, Indian nationals living in India must give a certificate from a Regional Passport Office. Certificates from a Deputy Commissioner's office, Superintendent of Police or local police station are no longer accepted | immigration.govt.nz news, 2 September 2025 |
United Kingdom | Skilled Worker applicants applying from outside the UK for jobs in education, health, therapy or social services (for example teachers, nurses and social workers) | A criminal record certificate from India. Under 28: any country where you spent 12 months or more in total since age 18. 28 or over: any country you stayed in over the last 10 years | GOV.UK Skilled Worker documents page |
Australia | Home Affairs may ask for police certificates as part of the character requirement, depending on your visa and where you have lived | Follow the exact instruction in your ImmiAccount request or visa document checklist | immi.homeaffairs.gov.au character pages |
Rules differ by visa type, so always check the document checklist for your own application before you apply for the certificate.
Step-by-Step: How to Apply for a PCC on Passport Seva
The Passport Seva portal sets out the online process. In short:
Register on the Passport Seva online portal and log in with your Login ID.
Choose "Apply for Police Clearance Certificate" and fill in the form carefully. Your name, date of birth and address must match your passport.
Go to the saved or submitted applications screen and select "Pay and Schedule Appointment".
Pay the fee online. The Passport Seva FAQ states that the PCC fee is Rs 500. Online payment is required to book an appointment.
Note your Application Reference Number (ARN). An SMS with your appointment details is accepted, and a printout of the receipt is no longer required.
Visit the PSK, Post Office PSK or Regional Passport Office on your appointment date with your original documents. Walk-ins are generally not allowed.
Track the status online. Depending on your case, police verification may be needed before the certificate is issued.
Passport Seva says that if you do not visit the PSK within 90 days of submitting the online form, you must submit the application again. For most applicants in Doaba, the Regional Passport Office Jalandhar covers the process, while other parts of Punjab are served by offices such as Amritsar and Chandigarh. Check the portal to see which office and Kendra serve your address.
Document Checklist for Your PCC Appointment
Your original, valid Indian passport.
Proof of your current address if it is different from the address printed in your passport. The portal's document advisor lists accepted proofs.
Your ARN or appointment SMS.
Self-attested photocopies of the documents you are carrying, in case the counter asks for them.
If the PCC is for a family member, each adult applies separately with their own passport.
Timing Tips: When to Apply
Do not apply too early. IRCC notes that police certificates are usually valid for 1 year from the date of issue. If you apply months before you need it, it may expire before your decision.
Do not apply too late either. Police verification can add time, especially if you have moved recently. Once you know a PCC will be needed, such as after an Express Entry invitation or when a provincial nomination is approved, book an appointment straight away.
Plan for every country you have lived in. If you have worked in Dubai, studied in Australia or lived elsewhere for the period set by your visa, you may need a certificate from that country too.
Translations: Canada asks for a certified English or French translation of any certificate that is not in English or French. This mainly matters for certificates from other countries.
Common PCC Mistakes Punjab Applicants Make
Submitting a local thana character certificate instead of a passport office PCC.
Spelling a name differently from the passport, for example "Gurpreet Kaur" on one document and "Gurpreet Kour" on another.
Using an old address after shifting from a village to a city such as Jalandhar or Mohali, which can trigger fresh verification.
Forgetting the spouse or adult children, who often need their own certificates.
Hiding a past FIR, court case or traffic matter. If you have any case history, tell your adviser and declare it honestly. Leaving it out can lead to a misrepresentation finding. Read our guide on the Canada misrepresentation 5-year ban to understand the risk.
PCC and Your Wider Visa Plan
A PCC is only one part of your file. If you are preparing for Canada permanent residence, our Canada PR from Jalandhar guide explains the full document list. If you are looking at New Zealand residence, see our New Zealand Skilled Migrant Category guide. Nurses and teachers heading to the UK should also read our UK Skilled Worker visa guide, because a criminal record certificate is required for those jobs.
