New Zealand Parent Resident Visa 2026: New Queue and Ballot System Explained for Punjab Families
Short answer: From 5 October 2026, New Zealand selects Parent Resident Visa expressions of interest (EOIs) with a new hybrid model: about 90% are picked from a queue in the order they were submitted and about 10% by random ballot. The first selection under the new system is on 10 November 2026, the annual cap stays at 2,500 visas, and EOIs no longer expire as long as you confirm your interest every two years.
For many families in Jalandhar, Kapurthala, Hoshiarpur and across Doaba, a son or daughter is now a New Zealand resident or citizen and the next question is how to bring mum and dad over permanently. This explainer covers what the New Zealand Parent Resident Visa 2026 changes mean in practice, who can sponsor, and what to do if you are already in the pool. It is based on Immigration New Zealand's official announcement and the Immigration Minister's release of 8 August 2026.
New Zealand Parent Resident Visa 2026: What Changed on 5 October
Feature | Before 5 October 2026 | From 5 October 2026 |
|---|---|---|
How EOIs are selected | From the pool by date received, with some picked by random ballot | About 90% from the queue in date order, then about 10% by random ballot |
Selections per year | Four | Four (first new-style selection on 10 November 2026) |
Annual cap | 2,500 visas per financial year | 2,500 (unchanged) |
EOI expiry | EOIs expired after 2 years if not selected | No automatic expiry if you confirm within 6 months of each 2-year anniversary |
Re-submitting an EOI | Extra fee to re-submit every 2 years | That re-submission fee is removed |
Eligibility rules | Sponsorship, health, character and relationship rules | Unchanged |
INZ says current EOI holders were moved into the new pool automatically on 5 October 2026 and do not need to submit a new EOI. Queue positions are being shared with EOI holders by email, so keep your contact details up to date.
How the Queue and Ballot Work
At each selection date, INZ first picks EOIs from the queue in date order, earliest first, and then runs the ballot for the remaining places. In other words, waiting longer now counts for something, but a small share of newer EOIs can still be picked by chance.
Will I keep my original date?
Yes, in many cases. If your earlier EOI expired and you submitted a new one within 90 days, INZ uses the date of your original EOI for your queue position. INZ gives the example of an EOI first lodged in November 2022 and re-lodged within 90 days, which keeps its November 2022 place. This only works if the same person is named on all the EOIs, so swapping the main and secondary submitter can affect your position.
How long is the wait likely to be?
INZ does not publish an expected waiting time, and the Minister's release says the changes "will not remove waiting times". The same release reported close to 7,900 EOIs, covering about 11,900 people, in the pool as at 5 August 2026, against 2,500 visas a year. Families should plan for a multi-year wait and treat any quoted timeline with caution.
Who Can Apply: Parent and Sponsor Requirements
The rules for who qualifies have not changed. According to INZ's Parent Resident Visa page:
The applicant must be a parent, grandparent or legal guardian of a New Zealand citizen or resident, and must not have dependent children.
The sponsor must be an adult child aged 18 or over, sponsoring alone or jointly with a partner or an adult sibling.
The sponsor must have held New Zealand citizenship or residence for at least 3 years, live in New Zealand, and have spent 184 days or more in New Zealand in each of the 3 years before the application.
The sponsor agrees to cover the parent's living costs for the first 10 years of residence and the cost of sending them home if needed.
Parents must meet health requirements (medical exam and chest X-ray once invited), provide police certificates, and show English ability or pay for English lessons.
Sponsor income requirement
The sponsor's income is linked to New Zealand's median wage. INZ's sponsor income page sets it at 1.5 times the median wage for a single sponsor and 2 times the median wage for joint sponsors, plus half the median wage for each extra parent. The sponsor must have earned at least this amount in 2 of the 3 years before the EOI is selected.
Sponsor situation | Minimum income to sponsor 1 parent (INZ's current published table) |
|---|---|
Single sponsor | NZD 98,623.20 |
Joint sponsors | NZD 131,497.60 |
INZ recalculates these figures, so check the official page for the current amount and for the figures for two or more parents before you submit an EOI.
What Punjab Families Should Do Now: Checklist
If you already hold an EOI, check that the email address on it is current so you receive your queue position.
Note your EOI submission date and set a reminder to confirm your interest within 6 months of each 2-year anniversary. Missing this deadline means your EOI expires.
If your circumstances change (a new sponsor, a change in income, marriage or a death in the family), update your EOI through INZ's update page rather than waiting for an invitation.
Keep the sponsor's income records ready: New Zealand tax summaries for the relevant years usually carry the most weight.
Prepare parents' documents in advance: passports, birth certificates showing the relationship, and police certificates from India. Make sure names and dates of birth match across Punjab-issued records.
Once invited, you have 4 months to apply. INZ lists the Parent Resident Visa cost as from NZD 5,810, so budget for the fee, medicals and translations.
If your parents want to spend time with family while waiting, look at the Parent Boost Visitor Visa (below).
Parent Boost Visitor Visa: An Option While You Wait
The Parent Boost Visitor Visa is separate from the Parent Resident Visa. The Minister's release describes it as a long-term visitor visa that does not lead to residence. Based on INZ's Parent Boost page:
Feature | Parent Resident Visa | Parent Boost Visitor Visa |
|---|---|---|
Type | Permanent residence | Multi-entry visitor visa |
Length | Permanent | Up to 5 years (a person can hold 2 of these visas) |
Selection | EOI, then queue or ballot, capped at 2,500 a year | No EOI queue |
Cost (from) | NZD 5,810 | NZD 3,100 |
Sponsor income for 1 parent (single sponsor) | NZD 98,623.20 | NZD 72,800, or parents' own income or funds instead |
Processing | Starts only after an invitation to apply | INZ expects about 4 months |
Work | Allowed as residents | Not allowed |
Parent Boost has its own conditions. Parents must apply from outside New Zealand, hold insurance that meets INZ's minimum cover, and leave New Zealand during the third year for a health and insurance check. Parents can also qualify using their own funds instead of a sponsor's income, as set out on the INZ page.
Common Mistakes to Avoid
Assuming an EOI is all you need. Selection is only an invitation to apply; the full visa requirements are still assessed.
Changing the main submitter between EOIs and losing an older queue date.
Ignoring the 2-year confirmation deadline.
Paying anyone who promises a faster selection. Nobody can buy a better place in the queue or the ballot.
Relying on social media figures. Use INZ's own pages for fees and income levels.

Frequently Asked Questions
What changed in the New Zealand Parent Resident Visa in October 2026?
From 5 October 2026, about 90% of EOIs are selected from a queue in date order and about 10% by random ballot. EOIs no longer expire if you confirm your interest every two years, and the 2,500 annual cap is unchanged.
When is the first selection under the new system?
Immigration New Zealand has scheduled the first selection under the hybrid model for 10 November 2026. Selections continue four times a year.
Do I need to submit a new EOI for my parents?
No, if your EOI was current on 5 October 2026. INZ moved existing EOIs into the new pool automatically. If your EOI had expired and you submitted a new one within 90 days, INZ generally uses your original date.
How much income does a sponsor need for the Parent Resident Visa?
INZ links it to the median wage: 1.5 times for a single sponsor and 2 times for joint sponsors, plus half the median wage per extra parent. INZ's current table shows NZD 98,623.20 for a single sponsor of one parent.
Can my parents visit New Zealand while waiting?
They can apply for a visitor visa, including the Parent Boost Visitor Visa, which allows stays of up to 5 years with multiple entries. It does not lead to residence, and sponsor income or own funds plus health insurance are required.
Can my parents apply if my younger sibling still lives with them in Punjab?
Not if that sibling is a dependent child. INZ says you cannot apply for the Parent Resident Visa if you have dependent children.
