Australia Student Visa Changes October 2026: New Onshore and Family Rules for Punjab Students

From 2 October 2026, most people in Australia on a temporary visa, and many current student visa holders, can no longer apply for a new Student visa (subclass 500) from inside Australia. They must apply from outside Australia and be outside Australia when the visa is granted. On the same day, new limits on including partners and children took effect, and student visa holders can no longer add family members after their visa is granted.

For students in Jalandhar and across Punjab, these Australia student visa changes October 2026 end two common strategies: arriving on one visa and switching to a student visa later, and bringing a spouse after the main applicant settles in. In September we covered the original announcement on student family members. This update explains what is now in force, based on the Department of Home Affairs official changes page and fact sheet.

Who Can Still Apply for a Student Visa Inside Australia

According to the Home Affairs page on applying in Australia, a current Student visa holder can still apply for another Student visa onshore only if one of these applies:

  • You need up to 12 more months after your original course end date to finish your studies with the same provider.

  • You are sponsored by the Department of Foreign Affairs and Trade (DFAT) or Defence.

  • You are applying for PhD studies.

  • You are applying for primary or secondary school studies.

  • You have completed your main course at an Australian Qualifications Framework (AQF) level and are progressing to a course at a higher AQF level.

  • You have completed school studies and are moving to a non-AQF course, or completed a non-AQF course and are moving to an AQF course.

  • You cannot continue your course because your education provider defaulted.

Student visa dependants who want to apply as the main student applicant have no exemption. They must apply from outside Australia.

Who Must Now Apply from Outside Australia

Holders of most other temporary visas are now blocked from lodging a student visa application onshore. Legal summaries of the new rules list visitor visas, eVisitor and ETA holders, Working Holiday and Work and Holiday visas, Temporary Graduate (subclass 485) visas and Skills in Demand or Temporary Skill Shortage (subclass 482) visas among the affected visas. Check your own visa against the Home Affairs page before making plans.

For Punjab families, the practical impact is clear. A parent or relative visiting on a visitor visa can no longer convert to a student visa from inside Australia, and 485 graduates who want to study again must leave Australia to apply.

Family Members: The Restriction Is Now Live

When the family restriction was announced in September, no start date had been published. It now applies to applications lodged from 2 October 2026. India is not a Pacific or ASEAN country, so most Indian coursework students, whether bachelor's, master's by coursework or vocational, should assume they cannot include a partner or children unless they fall into the PhD, government-sponsored or scholarship categories.

The rule against adding family members later is just as important. Many married students from Punjab traditionally applied alone and sponsored their spouse once they had settled. That route is now closed for current student visa holders.

Course and Provider Changes: The End of Visa Hopping

Because moving to a higher AQF level is the only general course-change exemption, switching to a same-level or lower-level course will usually require a new student visa application from outside Australia. This is designed to stop students enrolling with one provider to get a visa and then moving to a cheaper course after arrival.

Australian media have also reported that, under separate education changes announced by the Education Minister, international students must complete 12 months of their principal course (up from six) before transferring providers, until 30 June 2027, and that onshore moves from higher education into vocational education will be blocked from 1 July 2027. We could not confirm these provider-transfer details on an official government page at the time of writing, so treat them as reported and confirm with your education provider.

What Punjab Students Should Do Now

  1. Check the official Home Affairs pages rather than social media or WhatsApp forwards.

  2. Choose your course and provider carefully. Your Genuine Student statement should explain why that course fits your background and career.

  3. If you are married, decide your family plan before you apply. Adding a spouse later is no longer possible.

  4. Plan to lodge your application from India and stay outside Australia until it is granted.

  5. If you are already in Australia, check whether you fit an onshore exemption before your current visa or course ends.

  6. Keep academic records, finances and family details consistent across every form.

  7. Ask your provider in writing about any transfer restrictions before you pay fees.
